India grants $840K to boost Tanzania’s climate resilience

India has approved an $840,000 grant to support Tanzania’s efforts to strengthen financial protection against climate-related risks through a national disaster risk financing programme, according to India’s Permanent Mission to the United Nations.

The assistance, requested by the Tanzanian government, will be channelled through the India-UN Development Fund, a $150 million initiative established by New Delhi in partnership with the United Nations in 2017 to support development projects across the Global South.

The grant will be provided under the Fund’s Commonwealth Window, which is dedicated to financing development initiatives in fellow Commonwealth countries.

Announcing the assistance on Friday, India’s Permanent Mission to the UN said the project would help Tanzania tackle the growing threat posed by climate-related disasters.

“India fully supports the Tanzanian Government’s determination to the proposed project which shall serve as an effective vehicle in dealing with the climate-related hazards threatening lives and livelihood,” the mission said.

The project will be implemented in partnership with the United Nations Office for Disaster Risk Reduction (UNDRR) and is designed to support Tanzania’s National Disaster Risk Financing Framework and Implementation Plan 2031 (NDRFFIP).

According to the Indian mission, the five-year programme seeks to improve financial preparedness and strengthen climate resilience, particularly for vulnerable sections of society, including women, persons with disabilities and low-income communities.

The initiative, formally titled “Enhancing Financial Resilience Through the Climate Insurance and Resilience Programme (CIRP)”, will focus on strengthening Tanzania’s disaster risk financing framework by addressing existing financing gaps and improving preparedness for climate-related emergencies.

A key feature of the India-UN Development Fund is that recipient countries determine their own development priorities and decide how the grants are utilised, unlike many conventional aid programmes where donor countries prescribe project objectives and implementation.

In Tanzania’s case, the Disaster Management Department under the Prime Minister’s Office will lead the project, ensuring that it aligns with national development priorities and strategic plans.

The Indian mission said this approach guarantees national ownership of the programme while enabling local institutions to drive implementation.

According to Tanzania’s Prime Minister’s Office, the National Disaster Risk Financing Framework (DRFF) for 2025/26-2030/31 aims to strengthen the country’s disaster response capacity, maintain fiscal stability and protect citizens from the financial impact of disasters.

The framework is built around principles including timely access to funding, risk layering, efficient fund disbursement, adaptive capacity building and collaboration among multiple stakeholders.

The Tanzanian government has described the framework as a shift from a reactive approach to disasters towards proactive financial preparedness by integrating disaster risk financing into national and sectoral development planning and budgeting.

Officials say the framework is intended to safeguard lives and livelihoods by ensuring adequate, timely and sustainable financing for disaster preparedness, emergency response and post-disaster recovery, while supporting Tanzania’s broader development objectives.
