US sanctions ISIS finance network spanning Europe, Middle East and Africa

The United States has imposed fresh sanctions on three individuals and six entities accused of facilitating financial transactions for the Islamic State (ISIS), targeting a network that allegedly operated across Europe, the Middle East and West Africa.

The sanctions, announced on Monday by the U.S. State Department and Treasury Department, are aimed at disrupting the terrorist group’s ability to move money internationally and support its affiliates.

Announcing the measures, State Department spokesperson Tommy Pigott said the administration was focused on dismantling ISIS’s financial infrastructure and cutting off the channels used to fund its operations.

“Under the leadership of President Trump, the United States is dismantling ISIS’s ability to finance terrorism around the world,” Pigott said in a statement.

According to the State Department, the sanctions expose a financial network extending from France and Syria to Türkiye and Nigeria, involving individuals and businesses accused of enabling cross border money transfers linked to ISIS activities.

Among those sanctioned is France based Miloud Abderrahmane, who U.S. authorities allege provided information on the use of explosives to ISIS supporters and utilised digital currency channels associated with the group.

Another individual, Syria based Abdelhakim Boukich, is accused of using cryptocurrency to transfer funds on behalf of ISIS associates operating in several countries, including the United States.

The third individual targeted is Nigerian national Mukhtar Adamu Muhammad, who authorities describe as a facilitator connected to ISIS West Africa. The State Department said businesses linked to him were used to channel funds for terrorist financing.

The Treasury Department also sanctioned six entities allegedly involved in ISIS financial operations. These include two Türkiye based firms, Alkaram Danismanlik Gayrimenkul Ic ve Dis Genel Ticaret Limited Sirketi and Spider Gayrimenkul ve Genel Ticaret Limited Sirketi.

A Syria based cryptocurrency exchange known as Idlib’s No.1 Coin Exchange was also designated, along with three Nigerian financial firms accused of maintaining links to Muhammad.

U.S. officials said the latest sanctions reflect concerns that ISIS increasingly relies on decentralised networks, intermediaries and digital assets to transfer money and sustain operations globally.

The announcement also highlighted growing counterterrorism cooperation between Washington and Nigeria. The State Department noted that Nigeria joined the United States in an operation on May 16 that resulted in the killing of Abu Bilal al Minuki, identified as the second highest ranking ISIS official.

Pigott said the United States would continue using diplomatic and legal measures to target ISIS supporters and financial facilitators worldwide, adding that Washington remained committed to working with international partners to counter the threat posed by the terrorist group.
