Winter Session of Parliament from Dec 7 to 29

The Winter Session of the Parliament will be held from December 7 to December 29, the President’s office informed on Saturday.

“The President has summoned the Parliament to meet on Wednesday, December 7, at New Delhi. Subject to exigencies of business, the session is scheduled to conclude on Thursday, December 29,” read a note issued by the President’s office.

Union Parliamentary Affairs Minister Pralhad Joshi had earlier tweeted, “”Winter Session 2022 of Parliament will commence from 7 December & continue till 29th December having 17 sittings spread over 23 days. Amid Amrit Kaal, looking forward to discussions on Legislative Business & other items during the session. Looking forward for constructive debate.”

The 258th session of the Rajya Sabha will have 17 sittings spread over 23 days.

The first day of the Winter Session may be adjourned in memory of the sitting members who passed away since the last session.

Notably, this will be the first session during which Vice President Jagdeep Dhankar, the chairman of the Rajya Sabha, will officiate proceedings in the Upper House. The session will start at a time when Gujarat and Himachal Pradesh will still be gripped with election fever.

The session is likely to be held in the old parliament building as the construction of the new building may stretch till the end of the year, the sources said.

Before the start of the session, both Lok Sabha Speaker and Rajya Sabha Chairperson will call all-party meetings to build consensus for smooth functioning of the Houses.

The government will also call the all-party meeting to finalise the legislative business for the session.

What to expect

While the government is planning to pass a number of bills during the upcoming session of Parliament, the Opposition will demand a discussion on the pressing matters.

According to sources, with the Covid numbers seeing a massive decline and most members and staff of Lok Sabha and Rajya Sabha Secretariat being completely vaccinated, this session is likely to go ahead without any major pandemic-induced restrictions. Over the last two years, Covid has affected Parliament sessions.

The Monsoon Session commenced on July 18 and adjourned on August 8. The session saw 16 sessions spread over a period of 22 days. Meanwhile, Congress MP Rahul Gandhi might not be able to attend the Parliament Winter Session as he will be busy with Bharat Jodo Yatra, said Jairam Ramesh.

The government is learnt to have also prepared itself with a list of bills to introduce and get them during the session. The New Data Protection Bill 2022 is among the prominent bills to be tabled in Parliament.

Earlier, the Monsoon Session was held for 22 days from July 18 to August 16. During the session, the government introduced six bills in the Lok Sabha, but only five bills were passed by both Houses. One bill was withdrawn in the Lok Sabha.

During the last session, 5 short-term duration discussions were placed including price rise in both Houses. The productivity of the Lok Sabha was approximately 48 per cent and that of the Rajya Sabha 44 per cent.
