Satheesan targets governance reset in 120 days

Kerala Chief Minister V D Satheesan has outlined 12 priority areas for his government’s first 120 days, focusing on welfare, public services and economic growth. The Congress-led UDF administration faces the challenge of turning its promises into measurable improvements for residents.

Kerala Chief Minister V D Satheesan is seeking to reshape governance through a 120-day action plan focused on welfare delivery, clearing long-pending dues, improving public services and attracting investment.

Four months after the Congress-led United Democratic Front (UDF) returned to power following a decade of Left Democratic Front (LDF) rule, the government has outlined 12 priority areas under the banner ‘A Government with the People: Transforming Keralam’.

Satheesan said the programme reflected the administration’s priorities since it assumed office on May 18, with an emphasis on issues that directly affect people’s lives.

The agenda covers welfare pensions, free bus travel for women on Kerala State Road Transport Corporation (KSRTC) services, healthcare, payments to farmers, employment and faster access to government services.

Clearing outstanding payments is a major part of the plan. The government has highlighted the settlement of arrears owed to paddy farmers, Rs 310 crore in pending scholarships for students from backward classes and an allocation of Rs 200 crore towards old liabilities of the Health Department.

A further Rs 32 crore has been sanctioned to clear welfare pension arrears for expatriates.

The measures aim to address financial grievances that have persisted for years. However, the government will need to ensure that outstanding dues are cleared and new arrears do not accumulate.

Women’s welfare is another key priority. Announced initiatives include free bus travel, interest-free loans, support for women fish vendors and higher wages for Accredited Social Health Activists (ASHA workers).

The administration has also announced a health insurance scheme offering coverage of up to Rs 25 lakh. Its effectiveness will depend on implementation, funding and whether eligible beneficiaries can access the promised support.

Alongside welfare measures, the government is seeking to improve Kerala’s investment climate and generate employment.

Plans include simplifying approval procedures, establishing new industrial zones and developing Vizhinjam port and related maritime activities. These initiatives are intended to encourage investment and support economic growth.

For young people, the government has highlighted opportunities linked to artificial intelligence, robotics and emerging careers, alongside plans to improve sports facilities.

Administrative reforms are also part of the agenda. The government has identified the simplification of land-related services, action against drug abuse and corruption, and measures to reduce wildlife attacks as areas requiring attention.

The 12 themes bring together immediate welfare commitments and longer-term economic and administrative reforms. Their success will depend on how effectively the government implements the initiatives and delivers benefits to the public.

The political challenge for Satheesan is to demonstrate that the change in government has brought tangible improvements after ten years of LDF rule.

Faster approval procedures will need to translate into increased investment, while employment initiatives must create meaningful opportunities for young people. Welfare schemes will also need to reach their intended beneficiaries without unnecessary delays.

The first 120 days have established the government’s stated priorities. The coming months will provide a clearer indication of whether the programme can improve public services, ease financial pressures and generate jobs across Kerala.
