Russian President Vladimir Putin will undertake a state visit to India from December 4-5, the Ministry of External Affairs (MEA) confirmed on Friday. The visit, at the invitation of Indian Prime Minister Narendra Modi, will coincide with the 23rd India-Russia Annual Summit, where the two leaders are expected to discuss a broad agenda encompassing bilateral, regional, and global issues.
During his visit, President Putin will meet Prime Minister Modi for high-level talks, and the President of India will host a banquet in his honour. According to the MEA, the summit will provide a platform for both sides to review progress in their “Special and Privileged Strategic Partnership,” explore avenues to strengthen cooperation, and exchange views on matters of mutual interest.
This will be Putin’s first visit to India since 2021. The two leaders last met in person on September 1 this year in Tianjin, China, during the Shanghai Cooperation Organisation (SCO) Summit. Kremlin officials have described the visit as a significant opportunity for both nations to advance their long-standing strategic relationship.
A statement from the Russian state news agency TASS cited the Kremlin, noting that the visit will allow comprehensive discussions across a wide-ranging agenda, including political, trade, economic, scientific, technological, cultural, and humanitarian cooperation, as well as regional and global developments. “These issues will be at the heart of negotiations with the Indian delegation led by Prime Minister Narendra Modi,” the Kremlin added.
Preparations for the annual summit are already underway, according to the MEA. Spokesperson Randhir Jaiswal told reporters during a weekly briefing that both nations are actively coordinating logistics and planning to ensure the visit’s success. He said the exact schedule of events would be announced shortly.
External Affairs Minister S. Jaishankar met President Putin in Moscow last week ahead of the summit. During the meeting, Jaishankar conveyed Prime Minister Modi’s greetings and updated Putin on preparations for the upcoming summit. Writing on X, Jaishankar said: “Honoured to call on President Putin of Russia in Moscow today. Conveyed greetings of Prime Minister @narendramodi. Apprised him of preparations underway for the upcoming Annual India-Russia Summit. Also discussed regional and global developments. Deeply value his perspectives and guidance on further advancement of our ties.”
Earlier this month, the Kremlin indicated that it is “actively preparing” for Putin’s visit, expected before the end of the year. Kremlin spokesman Dmitry Peskov confirmed that the trip is scheduled for early December. The Russian Embassy in India highlighted ongoing preparations, noting that key discussions between Indian and Russian officials—including Aide to the President of Russia and Chairman of the Maritime Board, Nikolai Patrushev—have focused on strengthening bilateral cooperation, particularly in the maritime sector.
“On November 18, in New Delhi, Nikolai Patrushev met Prime Minister Narendra Modi. The parties discussed various issues of Russian-Indian cooperation, particularly in the maritime domain. The two sides emphasised their mutual interest in deepening interaction between Russia and India to strengthen maritime capabilities. Preparations for the Russia-India Summit, scheduled for early December, were also discussed,” the embassy stated.
Peskov added: “We are currently actively preparing for Putin’s visit to India, which is planned before the end of this year. We hope that it will be a meaningful visit.”
The India-Russia relationship has evolved over decades. The nations signed their Declaration on Strategic Partnership in 2000, establishing a framework for annual summits and cooperation across political, defence, economic, and technological sectors. In 2010, the partnership was elevated to a “Special and Privileged Strategic Partnership,” reflecting deepened collaboration across strategic domains.
Over the years, India and Russia have expanded ties in multiple areas, including defence procurement, energy cooperation, space and technology initiatives, and cultural exchanges. The annual summit serves as a key platform for formalising agreements, reviewing joint projects, and discussing shared approaches to regional security, trade, and multilateral cooperation.
Officials from both countries have emphasised the importance of sustaining momentum in bilateral engagement, particularly in light of evolving geopolitical challenges. Analysts note that the upcoming summit is likely to reinforce defence, energy, and technology collaboration, while providing a forum to align positions on regional stability, global economic issues, and multilateral diplomacy.
With President Putin’s visit set to coincide with the India-Russia Annual Summit, New Delhi is expected to host high-level talks, cultural engagements, and official ceremonies aimed at reaffirming the long-standing partnership. The visit underscores the strategic depth of ties between the two nations and highlights continued commitment to mutual cooperation on political, economic, and security matters.
