Voter roll recheck begins in Delhi

Delhi has begun rechecking 47.56 lakh voters excluded from draft electoral rolls, as officials work to restore eligible names before the final list is published…reports India Daily News Desk

Election officials in Delhi have begun re-verifying more than 4.75 million voters excluded from the draft electoral rolls, in a fresh effort to ensure that eligible citizens are not left out of the final voter list.

Delhi Chief Electoral Officer Ashok Kumar said booth-level officers (BLOs) had started revisiting households across the capital as part of the ongoing Special Intensive Revision (SIR) of electoral rolls. Around 15,000 officers are expected to take part in the exercise, which is scheduled to continue until 30 October.

The move follows complaints that the draft electoral rolls published on 31 August had omitted people who were alive and continued to live at their registered addresses. Officials have said the reverification is intended to identify eligible voters who may have been wrongly excluded before the final rolls are published on 4 December.

Delhi had approximately 1.45 crore registered voters before the revision. The draft list included around 97.53 lakh electors, leaving 47.56 lakh names excluded during the enumeration phase.

The excluded entries were categorised under reasons including voters who were absent, had shifted residence, were deceased or appeared as duplicate entries. The Election Commission has maintained that the draft list is not a final determination of individual eligibility and that cases must be examined through the prescribed process.

The scale of the exclusions has prompted concern among voters and political groups, particularly over whether people who remain eligible could lose their opportunity to vote because their enumeration forms were not collected or their details could not be matched.

Kumar said officers had been instructed to recheck the voters omitted from the draft list, with the stated aim of ensuring that no genuine elector was left out of the final rolls.

The revision has also involved notices to voters whose records could not be mapped to earlier electoral rolls or contained logical discrepancies.

According to Kumar, around 25 lakh of the 33.12 lakh cases involving such notices had been resolved by Friday. Officials are working to complete the remaining cases within the current schedule. The notice process is separate from the wider reverification of the 47.56 lakh names excluded from the draft list.

Voters whose names are missing can apply for inclusion using Form 6, accompanied by the required declaration and supporting documents. The Delhi Chief Electoral Officer has also announced special camps at polling station locations on 18 and 25 October to help eligible citizens address issues with their enrolment.

The use of Form 6 has itself become a point of legal dispute. A petition challenging the requirement for previously registered voters to apply through the form has raised concerns about the declaration attached to the application and the documentation required for inclusion. The Supreme Court is scheduled to hear related matters on 28 October.

Final voter list due in December

The reverification comes amid wider scrutiny of the SIR process and demands for safeguards against the wrongful removal of eligible voters. Election authorities say the revision is intended to improve the accuracy of electoral rolls by identifying outdated, duplicate and otherwise invalid entries.

The outcome of the latest checks will determine how many excluded voters qualify to be restored to the list. Until the process is completed, the number of names missing from the draft roll should not be treated as the number of people finally ruled ineligible to vote.

With the final electoral rolls scheduled for publication on 4 December, the coming weeks will be crucial for voters seeking to establish their eligibility and ensure their names appear on the updated list.
