Delhi Police have registered multiple FIRs following the Cockroach Janata Party’s Tiranga march, while founder Abhijeet Dipke has been released on conditional bail and student leader Neha Bora has also been freed after detention. The developments have intensified a dispute over protest restrictions in the capital.
More than 100 protesters were detained during Friday’s ‘Lehra Do Tiranga’ rally in Connaught Place, organised by the CJP to demand the resignation of Chief Election Commissioner Gyanesh Kumar over alleged irregularities in the Special Intensive Revision (SIR) of electoral rolls.
Police registered multiple FIRs over alleged violations of prohibitory orders and obstruction of public servants. The authorities have not disclosed the exact number of cases or all the legal provisions invoked.
Dipke was released on conditional bail on Saturday after signing a peace bond, The Indian Express reported. He had been detained after police served him a notice prohibiting the march at Connaught Place, where authorities said the organisers lacked the necessary permission.
Neha Bora, president of the All India Students’ Association (AISA), was also detained during the security operation and subsequently released.
The planned gathering at Central Park was disrupted by a heavy security deployment, barricades and restrictions around Connaught Place. Police said the area was not a designated protest venue and cited its busy commercial character, heavy pedestrian and vehicle traffic, limited access routes and the need to maintain access for emergency services.
The restrictions were imposed under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), which allows authorities to issue orders to prevent potential disturbances. Police also referred to previous demonstrations and alleged breaches of conditions imposed on earlier protests.
The march followed the detention of two CJP co-convenors, Saurav Das and Ashutosh Ranka, who were placed in judicial custody after allegedly entering Jantar Mantar on October 13 and unfurling the national flag. The site had been removed from the list of designated protest venues.
The CJP and allied groups say the restrictions are preventing them from demonstrating against the electoral roll revision and seeking accountability from the Election Commission. Police have maintained that the national flag itself is not prohibited, but unauthorised gatherings and processions can be restricted under applicable orders.
Supreme Court considers traders’ concerns
The dispute over the protest also reached the Supreme Court on Friday, when it declined to entertain an urgent plea by the Delhi Kirana Committee challenging the New Delhi Municipal Council’s decision to close Central Park in Connaught Place.
The civic body had ordered the park’s closure on Friday and Saturday, citing administrative reasons. The traders’ association argued that the decision could affect businesses in the surrounding area.
A bench comprising Chief Justice of India Surya Kant and Justice Joymalya Bagchi highlighted the need to balance the right to protest, public order and the livelihoods of small traders. The court indicated that it could intervene if the measures were found to be disproportionate and listed the matter for October 26 or 27.
Security arrangements across Connaught Place included police and paramilitary deployments, barricades and expanded CCTV surveillance, as authorities sought to prevent further disruption.
The protests centre on the SIR exercise, which critics argue could exclude eligible voters from electoral rolls. The Election Commission has defended the revision and rejected allegations that it is politically motivated.
With Dipke now released on conditional bail and the FIRs still part of the police response to Friday’s demonstrations, the dispute over protest venues, electoral roll revisions and the right to dissent remains unresolved.
