India–Saudi conclave calls for safe, ethical and transparent labour migration pathways for Indian workers
The Centre for Indian Migrant Studies (CIMS), in collaboration with the Migrants Forum in Asia (MFA), convened the India–Saudi Workforce Mobility Conclave in Hyderabad, bringing together policymakers, industry representatives, recruitment agencies and migrant welfare experts to strengthen safe, ethical and transparent labour migration between India and the Kingdom of Saudi Arabia.
The conclave served as a platform for dialogue on improving workforce mobility while ensuring that migrant workers are protected at every stage of the migration journey. Representatives from the Government of India, recruitment agencies, industry leaders, migrant welfare organisations and returned overseas professionals participated in discussions on ethical recruitment, worker welfare, skill development and bilateral cooperation.
Participants highlighted the growing need for transparent recruitment systems that eliminate exploitative practices and ensure aspiring migrant workers have access to accurate information before accepting overseas employment. They stressed that ethical recruitment, legal compliance and greater awareness among workers are essential to building trust in international labour mobility.
The discussions also examined ways to strengthen worker protection through improved welfare mechanisms, better access to information and stronger institutional support. Delegates emphasised that migration should be viewed not only as an economic opportunity but also as a process that safeguards the rights, dignity and wellbeing of workers throughout their employment abroad.
Another key focus of the conclave was enhancing skills and workforce preparedness to meet the evolving labour market requirements of Saudi Arabia. Participants noted that closer collaboration between governments, employers and training institutions can help create a more skilled and job-ready workforce while improving employment outcomes for Indian migrants.
The gathering further explored the importance of deepening bilateral cooperation between India and Saudi Arabia through sustainable workforce mobility frameworks. Such measures, participants said, would benefit both countries by addressing labour market needs while ensuring responsible migration practices that comply with international standards.
Stakeholders welcomed the conclave as a timely initiative that encourages dialogue among governments, civil society organisations, recruiters and industry. They agreed that stronger partnerships and coordinated action are essential to promoting fair recruitment, protecting migrant workers and fostering long-term cooperation in labour mobility.
The event concluded with a shared commitment to advancing safe, ethical and transparent migration pathways, reinforcing the role of responsible workforce mobility in strengthening India–Saudi relations and improving opportunities for Indian workers seeking employment in the Kingdom.
