UN Security Council resolution condemning Iran’s attacks wins overwhelming global backing as GCC and Arab states hail historic vote reinforcing sovereignty, security and regional stability
Gulf and Arab leaders have welcomed the adoption of a United Nations Security Council resolution condemning Iran’s attacks on Gulf states and Jordan, describing the vote as a decisive step toward restoring regional stability and upholding international law.
The resolution, adopted by the United Nations Security Council with 13 votes in favour and two abstentions from China and Russia, strongly condemns the missile and drone strikes launched by Iran against members of the Gulf Cooperation Council and the Jordan.
Resolution 2817 of 2026 was co-sponsored by 135 countries and was introduced following an initiative led by Bahrain on behalf of the GCC states and Jordan.
Diplomats and regional leaders described the outcome as an unprecedented show of international solidarity with Gulf nations facing missile and drone attacks amid the ongoing Middle East crisis.
UAE says global message against attacks is clear
The United Arab Emirates welcomed the resolution, saying it sends a strong message that attacks on civilian infrastructure and national sovereignty will not be tolerated by the international community.
Mohamed Abushahab, the country’s permanent representative to the UN, said the vote demonstrated broad global unity against aggression.
“The adoption of this resolution, co-sponsored by 135 countries, sends a clear and unified message that the international community will not tolerate attacks on our sovereignty or the deliberate targeting of civilians and critical infrastructure,” he said.
He added that the UAE appreciates the Security Council’s support during a critical period for the region.
According to Abushahab, the UAE remains committed to working closely with the United Nations and its international partners to safeguard regional stability, uphold international law and prevent further escalation in the Middle East.
Bahrain hails ‘historic’ diplomatic achievement
Bahrain’s Foreign Minister Abdullatif bin Rashid Al Zayani described the resolution as historic, saying it reflects a firm international stance against unlawful attacks targeting Arab countries.
Al Zayani noted that the draft resolution submitted by Bahrain on behalf of GCC states and Jordan received the largest number of supporting countries in the history of Security Council resolutions.
He said the overwhelming backing demonstrates the international community’s commitment to protecting the sovereignty and territorial integrity of states while safeguarding regional security.
The Bahraini minister also said the vote highlights Bahrain’s diplomatic role in mobilising global support for regional peace during its current non-permanent membership in the Security Council for the 2026–2027 term.
Saudi, Kuwait welcome strong condemnation
Saudi Arabia also welcomed the resolution, saying it strongly condemns what it described as egregious Iranian attacks against Gulf states and Jordan.
The Saudi Foreign Ministry said the resolution recognises that such actions represent a breach of international law and pose a serious threat to international peace and security.
It also welcomed provisions condemning attacks on residential areas and civilian infrastructure, which have resulted in casualties and damage to buildings.
The Kingdom reaffirmed its solidarity with countries targeted by the attacks and called for the immediate and unconditional cessation of Iranian aggression, including any provocations carried out through proxy groups.
Meanwhile, the government of Kuwait said the resolution reinforces the fundamental principles of state sovereignty and territorial integrity.
Kuwaiti officials described the adoption of the resolution as a pivotal step toward reducing tensions and strengthening regional stability.
They also called for full compliance with the resolution’s provisions to ensure de-escalation and the protection of international peace.
Qatar highlights global consensus
At the United Nations, Alya Ahmed bin Saif AlThani said the resolution reflects broad global rejection of Iran’s attacks.
She noted that 136 countries participated in supporting the resolution, including 13 members of the Security Council.
According to Al-Thani, the resolution condemns in the strongest possible terms the missile and drone strikes carried out by Iran against GCC states and Jordan and acknowledges that such acts constitute a violation of international law.
The resolution also demands the immediate cessation of all attacks and calls on Iran to halt any provocations or threats directed at neighbouring countries.
It further condemns threats to disrupt navigation in the strategically vital Strait of Hormuz, one of the world’s most important energy transit routes.
Arab League backs Gulf initiative
The Secretary-General of the Arab League, Ahmed Aboul Gheit, praised Bahrain’s role in mobilising international support for the resolution.
During discussions with Bahraini officials, Aboul Gheit condemned the continuation of Iranian attacks, warning that they reflect a dangerous miscalculation that risks damaging Iran’s relations with neighbouring countries.
He said the adoption of the resolution represents full international solidarity with the Arab position and demonstrates the global community’s commitment to defending regional stability.
Gulf officials believe the Security Council’s action could mark a turning point in diplomatic efforts to contain the conflict and prevent further escalation across the Middle East.
The resolution also recognises the legal right of affected states to defend themselves under Article 51 of the United Nations Charter, which permits individual or collective self-defence in the event of armed aggression.
