The Election Commission of India (ECI) on Thursday issued the notification for the second phase of the 3-phased Assembly polls in J&K.
The ECI issued the notification for the filling of nomination papers by candidates for the second phase. The last date for filling nomination papers is September 5, while scrutiny will be done on September 6.
Candidates can withdraw their nomination forms till September 9.

The seats going to polls in this phase include Kangan (ST), Ganderbal, Hazratbal, Khanyar, Habba Kadal, Lal Chowk, Channapora, Zadibal, Eidgah, Central Shalteng, Budgam, Beerwah, Khansahib, Chrar-i-Sharief, Chadoora, Gulabgarh (ST), Reasi, Shri Mata Vaishno Devi, Kalakote-Sunderbani, Nowshera Rajouri (ST), Budhal (ST), Thannamandi (ST), Surankote (ST), Poonch Haveli and Mendhar (ST).

7.74 lakh voters to exercise franchise in Srinagar
As per the final electoral rolls, Srinagar district has a total of 7,74,462 electorate, among which 3,86,654 are male voters, 3,87,778 are female voters and 30 belong to the third gender.
To facilitate the voters for a smooth and hassle-free electoral participation, the Election Commission of India (ECI) has established 932 polling stations, of which 885 are urban polling stations while 47 are rural polling stations.
Continuing the practice of inclusive and participative elections, the ECI has established special polling stations and these include eight pink polling stations, eight youth polling stations, eight PWD polling stations, five Unique polling stations and eight Green polling stations.

Draft electoral roll extracts for Kashmiri migrants published
The Jammu and Kashmir Election Department has published the draft electoral roll extracts of Kashmiri migrants, which aims to enhance their electoral participation in the upcoming Assembly elections.
Additionally, it has mapped 19 special polling stations in Jammu to the camps and zones individually, ensuring that every zone has at least one special polling station.
“Draft electoral roll extracts have been generated from actual voter lists and published for information of Kashmiri migrants to submit any claims of omission of names, or opting to vote at their original polling station in Kashmir valley or opting for voting through postal ballot and seven days’ time period has been given to furnish such claims,” the office of the J&K Chief Electoral Officer said in a statement on Thursday.
These draft electoral roll extracts without photographs prepared for the respective zone/special polling stations have been placed at all zonal offices, as well as the office of Relief & Rehabilitation Commissioner (Migrants), J& K. The migrant voters can also check them on the website www.jkmigrantrelief.nic.in, it said.
Further, the electors can visit the website of the Chief Electoral Officer, J&K (ceo.jk.gov.in) for more details. All the electors figuring in the draft electoral roll extract as well as those whose names do not figure in the draft electoral roll extract are hereby informed to approach the Office of the Assistant Returning Officer, Migrants, Jammu or their respective Zonal Officers (Nodal Officers) or Booth Level Officers (BLOs). The claims or objections in writing as per the prescribed format must be submitted within seven days of publication of the notification, the statement added.
To make voting easier for Kashmiri migrants, the ECI has set up 19 special polling stations in Jammu along with one special polling station in Udhampur and four special polling stations in New Delhi. All these polling stations are aligned with the registered zones of residence for Kashmiri migrants, it added.
Omar’s veiled jibe at Mufti
Meanwhile, former J&K Chief Minister and National Conference (NC) vice president Omar Abdullah on Thursday took a veiled jibe at Peoples Democratic Party (PDP) president Mehbooba Mufti for calling Abdullahs a political dynasty.
He was visiting the North Kashmir Ganderbal Assembly constituency for the first time after the NC nominated him as the party’s candidate. Without taking Mehbooba Mufti’s name, Omar Abdullah told reporters, “Those who called us dynasts have not themselves joined the elections, but fielded their relatives. If they were against dynastic politics, they should have fielded someone else and not their relatives.”
This was a veiled jibe at the PDP chief who has been opposing the Abdullah family for trying to propagate dynastic rule in J& K.
Her daughter, Iltija Mufti is fighting the Assembly elections as the PDP candidate from the Bijbehara Assembly constituency in Anantnag district.
Asked about his own statement that the Assembly in the UT would be powerless, Omar Abdullah said, “I know the Assembly wouldn’t have much powers, but we have to enter the Assembly to make it powerful”.
Answering another question regarding his statement that the chief minister of the UT would have to beg before the Lt. Governor for the transfer of a peon, he said, “Let us not go into that this time. We are here to choose an MLA and not the chief minister. Let us think about this when the chief minister is chosen,” he said.
