First UDF Budget sets tone for fiscal caution and welfare push

Kerala Chief Minister and Finance Minister V D Satheesan presented the state budget outlining welfare commitments, fiscal consolidation measures and development focus amid financial pressures.

Thiruvananthapuram, June 19 (IANS) Kerala Chief Minister and Finance Minister V D Satheesan on Thursday presented the state budget, marking the first financial statement of the newly formed United Democratic Front (UDF) government in the state.

The budget comes at a time when the administration is seeking to balance welfare commitments with fiscal consolidation, while addressing concerns over the state’s financial position.

Satheesan, who assumed office earlier this year after the UDF came to power, presented the budget in the state Assembly, outlining the government’s priorities for the financial year.

The budget is expected to focus on key sectors including health, education, infrastructure and social welfare, while also aiming to improve revenue generation and manage expenditure pressures.

The government has indicated that fiscal discipline will remain central to its approach, with efforts to streamline spending and address funding constraints highlighted in recent financial assessments.

At the same time, the budget reflects the administration’s continued emphasis on welfare schemes, which have been a key feature of Kerala’s policy framework over the years.

Officials said the budget seeks to maintain a balance between development expenditure and social sector commitments, while also ensuring financial stability.

The presentation of the budget is being seen as an important political and economic milestone for the Satheesan-led government, as it sets the tone for its governance strategy in the coming year.

Opposition parties are expected to respond strongly during the budget debate, particularly on issues related to borrowing, taxation and allocation of funds for welfare programmes.

The state’s financial management and revenue outlook are likely to remain central themes in the discussions that follow the budget presentation.

The UDF government has reiterated its focus on long-term economic stability while continuing to support welfare-oriented policies that benefit various sections of society.
