The move was announced through Resolution No. (2) of 2026 issued by Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance of the United Arab Emirates, and Chairman of the Dubai Judicial Council.
The resolution grants designated officials within the Government of Dubai the legal authority to enforce specific regulations and monitor practices that may affect the city’s urban landscape, public cleanliness and compliance with municipal laws.

Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, said the resolution represents a strategic step in strengthening the emirate’s smart monitoring ecosystem.
He said the approval of officials granted law enforcement authority would deepen collaboration between government entities and the wider community, enabling residents to play a more active role in reporting negative practices through the Eltizam application.
According to bin Ghalita, the initiative demonstrates the municipality’s commitment to developing innovative regulatory tools that promote responsible behaviour and strengthen compliance with municipal regulations.
