India and France have adopted the India-France Innovation Roadmap 2030, a new framework aimed at strengthening cooperation in emerging technologies, artificial intelligence, research, education and innovation, with both countries seeking to align their long-term development visions and unlock new investment opportunities.
According to an official statement issued on Monday, India’s vision of “Viksit Bharat 2047” and France’s “France 2030” strategy offer strong areas of convergence for building a future-focused innovation partnership and advancing collaboration in disruptive technologies.
The roadmap is intended to guide joint efforts in co-development of critical and emerging technologies, strengthening trusted technology ecosystems, promoting academic and research exchanges, and delivering tangible benefits for economic growth and sustainable development.
India and France said innovation would play a central role in enhancing economic resilience, sustainable development, strategic autonomy, and technological and industrial sovereignty. Both sides agreed that a deeper innovation partnership could help unlock the full potential of their respective innovation ecosystems while contributing to solutions for global challenges.
Artificial intelligence has been identified as a key pillar of the partnership. Building on the India-France Declaration on Artificial Intelligence signed in February 2025, as well as the AI Action and Impact Summits hosted by France and India in 2025 and 2026, the two countries agreed to place “trusted AI” at the heart of their cooperation.
The statement said both governments would work together to promote safe, secure and trustworthy AI systems aligned with democratic values and human rights. Efforts will also focus on preventing discrimination, tackling misinformation and supporting the United Nations Sustainable Development Goals.
India and France further agreed to encourage cooperation between regulators, standards organisations and technical experts to develop interoperable and risk-based approaches to AI governance, including frameworks for frontier and generative AI technologies, while ensuring that innovation and national development are not hindered.
Recognising concerns surrounding the impact of AI on vulnerable groups, particularly children, the two countries identified online child safety as a priority area for collaboration under the AI partnership.
The statement also highlighted the importance of privacy-preserving data-sharing frameworks to support AI-driven innovation while safeguarding individual rights and data protection.
Education, research and talent mobility were identified as critical elements of the roadmap. Under the broader Horizon 2047 framework, both countries acknowledged the need for greater investment in STEM education, research partnerships, institutional collaboration and the mobility of students and researchers.
India and France reaffirmed their commitment to strengthening people-to-people ties and welcomed France’s objective of hosting 30,000 Indian students by 2030.
Several academic institutions from both countries have also agreed to expand cooperation through student exchange programmes and joint research initiatives.
The two sides further recognised the role of small and medium enterprises in driving innovation, employment and inclusive economic growth, and expressed their intention to explore greater interaction between their SME ecosystems.
The roadmap is expected to serve as a key pillar of the India-France strategic partnership, strengthening collaboration across technology, innovation and education in the years leading up to 2030.
