India and Germany have taken a major step towards expanding their strategic defence partnership by signing a Defence Industrial Roadmap during Defence Minister Rajnath Singh’s visit to Berlin, signalling a stronger push towards joint defence production, advanced military technologies and deeper security coordination amid rising geopolitical uncertainty.
Singh held extensive talks with German Defence Minister Boris Pistorius on Wednesday, with discussions focused on strengthening bilateral defence ties, enhancing military cooperation and addressing emerging global security challenges.
A key outcome of the meeting was the signing of the Defence Industrial Roadmap, aimed at accelerating cooperation in co development and co production of defence systems, particularly in niche and advanced technologies. Both sides also signed an implementing arrangement to enhance cooperation in United Nations peacekeeping operations.
The agreements reflect a broader strategic convergence between New Delhi and Berlin as both countries seek to diversify defence partnerships, strengthen supply chain resilience and boost indigenous defence manufacturing capabilities in an increasingly volatile global security environment.
According to India’s Ministry of Defence, the two ministers reaffirmed their commitment to expanding military to military engagement as a central pillar of the India Germany Strategic Partnership.
In a statement posted on X, Singh said he and Pistorius exchanged views on a wide range of strategic issues, including defence cooperation and evolving geopolitical challenges, while witnessing the signing of the key defence agreements.
Singh described the visit as a reflection of the “deep friendship, synergy and trust” between the two nations and highlighted the growing importance of the recently concluded India European Union Security and Defence Partnership framework.
Both countries agreed to use the new framework to deepen bilateral and broader European security cooperation with the objective of enhancing regional stability, strengthening operational capabilities and reinforcing long term Indo German strategic alignment.
The discussions also highlighted increasing defence interoperability between the two countries. Germany welcomed the institutionalisation of service level staff talks and future bilateral military exercises aimed at improving operational coordination between the armed forces of both nations.
Singh said India is looking forward to the participation of the German Air Force in the next edition of Exercise Tarang Shakti, a major multinational air exercise scheduled to be held in India later this year.
The Indian Defence Minister also stressed the importance of stability in a rapidly shifting global order, stating that India and Germany have emerged as important anchors for the global economy during periods of international uncertainty.
On counter terrorism cooperation, Singh emphasised that terrorism in all forms and manifestations must be condemned unequivocally and without justification.
The visit also carried strong symbolic significance. Singh was accorded a ceremonial Guard of Honour at the German Defence Ministry and paid tribute at the Bundeswehr Memorial in honour of German military personnel killed in the line of duty.
India and Germany are marking 25 years of their Strategic Partnership, while 2026 will commemorate 75 years of diplomatic relations between the two countries. Beyond defence ties, the partnership now spans trade, technology, clean energy, higher education and innovation, underlining the growing strategic depth between the two nations.
