India’s evolving approach to partnerships in the critical minerals sector is emerging as a compelling model for African nations seeking more than just resource extraction, according to an analysis published by One World Outlook.
Africa holds over 30 per cent of the world’s reserves of key minerals such as copper, lithium, nickel and graphite, resources that are central to clean energy technologies and the global transition to electric mobility. Increasingly, countries across the continent are looking for partnerships that prioritise technology transfer, local value addition, workforce development and environmental responsibility, rather than purely extractive investments.
In this context, India’s strategy is beginning to stand out. Instead of acting solely as a buyer or investor, India is positioning itself as a long term collaborator, aligning its engagement with local priorities and development goals. This shift, the article suggests, could prove decisive in shaping future partnerships.
The case of Zambia illustrates this approach. Rich in copper reserves and poised to benefit from rising global demand, Zambia faces a critical bottleneck in the form of limited and unreliable geological data. This gap not only creates uncertainty for investors but also weakens the government’s ability to negotiate effectively.
India’s involvement has focused on addressing this foundational issue. Through support for geological mapping and early stage exploration across large areas, Indian institutions are helping strengthen Zambia’s data systems. This, in turn, improves transparency, supports informed policymaking and enables the country to derive greater value from its mineral wealth. Rather than pursuing immediate extraction, the emphasis is on building long term capacity, a quieter but more sustainable form of engagement.
A different dynamic is visible in Zimbabwe, home to some of the world’s largest hard rock lithium reserves. With lithium demand expected to surge sharply by 2030 due to its role in battery technologies, securing stable supply chains has become a priority for countries like India, which currently relies entirely on imports.
However, Zimbabwe presents a complex investment landscape, marked by regulatory changes, environmental concerns and strong global competition. The government has also moved to restrict raw lithium exports, pushing instead for local processing and value addition.
Here, Indian companies have an opportunity to distinguish themselves by embedding sustainability into their operations. Transparent environmental practices, efficient resource use, community engagement and fair compensation can help build trust while reducing long term risks, positioning India as a responsible partner.
In Tanzania, which holds significant reserves of graphite and nickel, the challenge lies in limited domestic processing capacity. Without a skilled workforce, the country risks remaining dependent on raw material exports.
India’s long standing cooperation in education and training offers a strong foundation for deeper engagement. Over the years, Indian initiatives have supported the development of thousands of Tanzanian professionals through scholarships, technical programmes and institutional partnerships.
A notable example is the expansion of higher education collaboration, including the establishment of advanced learning centres linked to institutions such as IIT Madras in Zanzibar. These efforts are helping build local expertise and research capacity, aligning with Tanzania’s broader industrial ambitions.
As global competition for critical minerals intensifies, India’s collaborative and capacity building focused approach may offer African nations a more balanced and sustainable pathway, one that not only unlocks resource potential but also strengthens domestic economies for the long term.
