The Quad nations strongly condemned the 2025 Pahalgam terror attack and called for sustained global action against terrorism during their meeting in New Delhi on Tuesday. The grouping also warned against coercive actions in the Indo-Pacific and threats to global maritime trade routes.
New Delhi: The Quad grouping comprising India, the United States, Japan and Australia on Tuesday strongly condemned the April 2025 terror attack in Pahalgam and called for decisive international action against terrorism and cross border terror networks.
In a joint statement issued after the Quad Foreign Ministers’ Meeting in New Delhi, the four nations reaffirmed their commitment to combating terrorism in all forms and manifestations.
The grouping specifically condemned the April 22, 2025 attack in Pahalgam as well as the December 14, 2025 attack at Bondi Beach.
“We call for decisive and sustained international efforts to combat terrorism in accordance with international law, including action against globally proscribed terrorists and terror entities and their proxies, affiliates, sponsors and financiers,” the statement said.
The meeting was attended by External Affairs Minister S. Jaishankar, US Secretary of State Marco Rubio, Japanese Foreign Minister Toshimitsu Motegi and Australian Foreign Minister Penny Wong.
Beyond counter terrorism, the Quad reaffirmed its commitment to a free and open Indo-Pacific and stressed that regional peace and stability depended on adherence to international law and peaceful resolution of disputes.
The grouping strongly opposed unilateral and coercive attempts to alter the status quo in the Indo-Pacific.
The Quad also expressed concern over tensions in the East China Sea and South China Sea, citing dangerous manoeuvres, unsafe use of water cannons and flares, and incidents involving ramming and blocking actions.
The ministers reiterated that maritime disputes must be resolved peacefully and in line with the United Nations Convention on the Law of the Sea.
On West Asia, the Quad backed the uninterrupted flow of global commerce through the Strait of Hormuz and the Red Sea and condemned attacks on commercial shipping vessels.
The statement also opposed measures inconsistent with international maritime law, including the imposition of tolls in the Strait of Hormuz.
The grouping further raised concerns over the spread of online scam centres in Southeast Asia, linking them to cybercrime, trafficking, illicit financing and sexual extortion.
The Quad pledged stronger regulatory coordination and law enforcement cooperation to tackle transnational organised crime.
On maritime security, the grouping welcomed India’s operationalisation of the Indian Ocean Region programme under the Quad Indo-Pacific Partnership for Maritime Domain Awareness through the Information Fusion Centre Indian Ocean Region in Gurugram.
The ministers also reaffirmed support for ASEAN centrality, the Pacific Islands Forum and the Indian Ocean Rim Association, while voicing concern over the continuing conflict in Myanmar and its impact on regional stability.
