The UAE’s unified national health platform, “Emirates Health”, concluded a high-profile showcase at the World Health Expo 2026 in Dubai by unveiling a suite of digital initiatives aimed at transforming preventive care and data-driven decision-making.
On the fourth and final day of the global gathering, health leaders highlighted how the platform is aligning federal and local authorities under a shared national framework. Officials said the model reflects the country’s coordinated approach to healthcare governance, strengthening its position as both a regional innovator and a global partner in shaping the sector’s future.
A centrepiece of the showcase was the launch of the Behavioural Insight AI Platform by the Ministry of Health and Prevention. The initiative represents a strategic shift towards precision-led, proactive healthcare planning powered by artificial intelligence, behavioural science and big data analytics.
Designed to support evidence-based decision-making, the platform analyses patterns in individual and community health behaviours, including lifestyle habits, social influences and digital engagement. These insights are converted into dashboards and indicators that allow policymakers to design targeted interventions tailored to specific population segments.
Officials said the system aligns with national ambitions under the UAE’s “We the UAE 2031” vision and the long-term goals of the UAE Centennial 2071, both of which prioritise quality of life, longevity and sustainable development.
By integrating behavioural data with clinical and service data through AI-driven analytics, the platform enables authorities to predict emerging health trends and design interventions before conditions escalate. The approach supports more precise public messaging, improved screening compliance and earlier detection of chronic diseases.
In its initial phase, the Behavioural Insight AI Platform focuses on high-burden conditions such as obesity, diabetes and cardiovascular diseases — issues that remain significant public health challenges globally and within the region. Through personalised smart notifications, simplified care pathways and customised awareness content, the system aims to encourage healthier choices and improve long-term outcomes.
Dr Mohammed Salim Al Olama, Under-Secretary of the Ministry of Health and Prevention, described the initiative as a major step towards building a healthcare system centred on prevention and early understanding of community needs. He said the systematic use of behavioural indicators and data analytics strengthens policy agility and enhances the sector’s ability to deliver effective preventive programmes.
Dr Shahad Al Naqbi, Head of the Behavioural Insights Section at the Ministry, said the platform allows decision-makers to construct predictive models based on daily behavioural patterns and motivational factors. By linking population indicators with service data, authorities can allocate resources more efficiently, refine phased planning and enhance the quality of health outcomes.
She noted that the initiative extends beyond technical innovation, representing a long-term national capability designed to embed behavioural insight into the structure of public health planning rather than treating it as a temporary programme. The objective, she said, is to transform large volumes of data into practical, user-friendly interventions that can be seamlessly integrated into health services.
Alongside the AI platform, the Ministry hosted workshops spotlighting “Hayat”, the UAE’s national programme for organ and tissue donation and transplantation, and sessions on “Riayati”, the National Unified Medical Record system, which supports interoperability and data integration across providers. The Dubai Health Authority led discussions on mental wellbeing and resilience using data-driven approaches.
In a further sign of expanding AI collaboration, the Emirates Drug Establishment signed agreements with InSilico Medicine to advance AI-powered pharmaceutical research, and with the Emirates Medical Association to strengthen pharmaceutical security and patient care.
