UAE names new anti-terror envoy

UAE steps up its global counter-extremism drive with a new diplomatic envoy, deeper EU ties and strengthened regional cooperation against terrorism and illicit finance….reports Asian Lite News

The United Arab Emirates has taken a significant diplomatic and policy step to reinforce its global leadership in countering extremism and terrorism, with the appointment of Maqsoud Kruse as Envoy of the Minister of Foreign Affairs for Countering Extremism and Terrorism.

The appointment, made by H.H. Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs, signals the UAE’s renewed commitment to coordinated international action against violent extremism, terrorism financing, hate speech and discrimination. It comes at a time of growing global concern over evolving extremist networks, digital radicalisation, and illicit financial flows that sustain terrorist organisations.

The move further consolidates the UAE’s long-standing vision of addressing extremism not only through security measures, but also by promoting tolerance, coexistence and moderation as essential pillars of sustainable peace and stability.

Advancing counter-extremism agenda

As Envoy of the Minister of Foreign Affairs, Maqsoud Kruse will play a central role in advancing the UAE’s counter-extremism agenda on the international stage. His mandate includes strengthening partnerships with governments, multilateral institutions and international organisations, while representing the UAE at key regional and global conferences, forums and policy platforms.

The role also involves supporting the implementation and oversight of international frameworks and resolutions, particularly those issued by the United Nations Security Council, as well as contributing to the UN’s global strategy for countering extremism and terrorism. Through these efforts, the UAE aims to ensure greater alignment between international norms and on-the-ground cooperation.

On his appointment, Kruse expressed gratitude to Sheikh Abdullah bin Zayed for the confidence placed in him, reaffirming his commitment to working closely with international partners. He underlined his intention to convey the UAE’s experience in combating extremism through balanced, inclusive and forward-looking approaches, while promoting the exchange of best practices among nations.

Tolerance and inclusion

The appointment reflects the UAE’s broader philosophy that combating extremism requires more than enforcement alone. Central to its strategy is the promotion of tolerance, mutual respect and coexistence, alongside the criminalisation of discrimination and hate speech that fuel radicalisation.

Over the past decade, the UAE has positioned itself as a global advocate for moderation, investing in education, interfaith dialogue and community engagement as preventative tools against extremism. This values-based approach has increasingly resonated with international partners seeking holistic solutions to terrorism and ideological violence.

The role of the new envoy is expected to further articulate this model globally, reinforcing the idea that long-term security is inseparable from social cohesion and inclusive governance.

Deepening cooperation with Europe

The UAE’s diplomatic push against extremism has been matched by intensified action against the financial networks that sustain terrorism. In May 2025, Abu Dhabi hosted the eighth EU–UAE Structural Dialogue on Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT), reaffirming the depth of cooperation between the UAE and the European Union.

Senior officials from both sides reviewed existing collaboration and examined emerging global risks, with discussions focusing on judicial coordination, law enforcement cooperation, financial intelligence sharing and regulatory alignment. The dialogue highlighted shared concerns over increasingly sophisticated financial crimes and the need for agile, cross-border responses.

As an outcome of the meeting, both sides agreed to pursue concrete technical cooperation measures, including enhanced exchanges between judicial and law enforcement authorities. The dialogue reinforced the UAE’s position that robust financial compliance is a cornerstone of global security and economic integrity.

Regional partnerships strengthened

The UAE has also intensified regional cooperation to safeguard financial systems from abuse. In April 2025, a delegation from the National Anti-Money Laundering and Combatting the Financing of Terrorism and Financing of Illegal Organisations Committee visited Morocco to deepen bilateral coordination.

Led by Hamid AlZaabi, Secretary General and Vice-Chair of the National Committee, the visit featured technical workshops and high-level meetings with Moroccan counterparts. Discussions covered sanctions implementation, the use of artificial intelligence in AML/CFT frameworks, national risk assessments, and oversight of non-profit organisations.

Both sides emphasised the importance of sustained bilateral engagement as part of a broader regional and global effort to enhance financial security. The exchange of expertise and closer supervisory coordination were identified as essential to meeting international standards and countering evolving threats.
