US President Donald Trump has announced a proposed roadmap aimed at ending the conflict in Gaza, outlining a phased plan that calls for the complete disarmament of Hamas and other armed groups, the creation of a Palestinian transitional authority and the gradual withdrawal of Israeli forces under international supervision.
In a post on Truth Social on Thursday, Trump said the Board of Peace had reached what he described as a “HISTORIC agreement for the COMPLETE DISARMAMENT of Hamas and all other armed groups in Gaza.”
“This is a monumental step toward lasting PEACE and SECURITY,” he wrote.
Trump said the proposal represented “a major milestone in the implementation of the Trump 20-Point Plan” and would be carried out in “carefully structured phases.” He added that Israeli forces would withdraw progressively as disarmament advanced, while an International Stabilization Force would work alongside a new Palestinian police force to help maintain security in Gaza.
According to a draft roadmap released by the administration, implementation would begin within 14 days of approval by all parties. The proposal requires a complete halt to military operations and the fulfilment of all obligations under the existing ceasefire protocol before subsequent phases can proceed.
Senior US administration officials, speaking during a background briefing, said the roadmap had been negotiated over the past eight months. They said the plan was designed to overcome longstanding mistrust between Israel and Hamas through a phased process based on independent verification rather than political commitments.
Under the proposal, all civilian and security responsibilities in Gaza would be transferred to the National Committee for the Administration of Gaza during a transitional period. Officials said the committee would oversee public institutions, maintain essential services and conduct a comprehensive audit of Gaza’s financial and administrative affairs.
The roadmap is based on the principle of “One Authority, One Law, One Weapon”, making the National Committee the sole body responsible for regulating weapons, issuing licences and enforcing the law throughout Gaza.
The proposal also calls for the dismantling and secure storage of heavy weapons, tunnels and military production sites under the supervision of the National Committee and an international monitoring mechanism. Armed groups operating in Gaza would be dismantled according to an agreed timetable.
US officials said weapons surrendered during the disarmament process would not be transferred to Israel or to any Palestinian faction. Instead, they would remain under the authority of the transitional administration.
An independent Implementation and Verification Committee would oversee every phase of the roadmap. Senior administration officials said progress would occur only after the committee verified that all commitments under the previous stage had been fulfilled, describing the approach as one based on “zero trust” between the parties.
The proposal also includes a civil peace agreement aimed at preventing internal violence during the transition. It would prohibit acts of revenge, armed demonstrations and military parades while assigning responsibility for internal security to the National Committee and its police force.
An International Stabilization Force would be deployed to monitor the ceasefire, facilitate humanitarian assistance, support police training and help supervise the disarmament process. Israeli troop withdrawals would take place gradually according to a timetable linked to verified implementation of the security provisions.
The roadmap also envisages the phased reconstruction of Gaza under international supervision, with plans to be developed jointly by the Board of Peace and the National Committee.
In his Truth Social post, Trump thanked Egypt, Qatar and Türkiye for their mediation efforts and praised his negotiating team.
“The threat that emerged from Gaza on October 7 will NOT be allowed to rebuild!” he wrote.
“Under this agreement, Gaza will finally be in the hands of a new Palestinian government that serves its PEOPLE.”
