Bangladesh has signed a 15-year concession agreement with global ports operator DP World to operate and maintain the New Mooring Container Terminal at Chittagong Port, in a move aimed at improving cargo handling, strengthening logistics and expanding international trade links.
The agreement between the Chittagong Port Authority (CPA) and DP World covers the New Mooring Container Terminal, including its Overflow Container Yard, under a public-private partnership (PPP) framework.
The terminal will remain under the ownership of the Chittagong Port Authority, while DP World will be responsible for its operation and maintenance throughout the concession period.
The agreement was signed by CPA Chairman Rear Admiral S. M. Moniruzzaman and DP World Executive Chairman Essa Kazim in the presence of Bangladesh Shipping Minister Shaikh Rabiul Alam, Invest Bangladesh Chairman Ashik Chowdhury, DP World Group Chief Executive Officer Yuvraj Narayan and other government and business representatives.
The partnership is expected to improve terminal performance, increase operational efficiency and strengthen Bangladesh’s connections with regional and global markets as the country’s trade and manufacturing sectors expand.
Planned improvements include upgrades to civil infrastructure and equipment, the introduction of digital solutions and operational changes designed to increase cargo-handling efficiency and accommodate growing volumes.
DP World will work with the port authority on berth planning, yard management, equipment utilisation, preventive maintenance, safety and sustainability. The partnership is also expected to support workforce training, skills development and the adoption of international operating practices.
Moniruzzaman said the agreement reflected Bangladesh’s commitment to strengthening its maritime and trade infrastructure through public-private partnerships.
He said the terminal played a critical role in the country’s trade and logistics network, adding that improved operations could ease logistical constraints and strengthen links with international markets.
Kazim said DP World would connect the terminal with its global network of ports, logistics infrastructure and supply chain services, helping businesses access international markets and supporting investment.
Ashik Chowdhury said the partnership was an important step towards faster port operations, stronger connectivity and higher standards at one of Bangladesh’s key trade gateways.
The agreement builds on a 2019 memorandum of understanding between the Government of Dubai and Bangladesh’s Public-Private Partnership Authority, which aimed to advance strategic infrastructure development through public-private cooperation.
DP World operates a network of more than 60 ports and terminals and provides services spanning ports, marine operations, logistics and technology. The company said the partnership would create opportunities for local businesses and workers to participate more actively in regional and global supply chains.
